Summary of the December meeting of the Uptown Facade Board
https://www.columbusga.gov//second-avenue-streetscape-stud In November 2019, the Columbus Consolidated Government (CCG) and the Columbus-Phenix City Transportation Study Metropolitan Planning Organization began the study of Second (2nd) Avenue in Columbus. The project limits along 2nd Avenue extend from the north at its intersection with Manchester Expressway south to its intersection with 19th Street / Talbotton Road (approximately 1.9 miles).

In December 2019, the Columbus Consolidated Government (CCG) and the Columbus-Phenix City Transportation Study Metropolitan Planning Organization began the study of the J.R. Allen Parkway (U.S. 80) Corridor Study. The purpose of this study was to examine this freeway/major arterial and to determine how to alleviate the congestion along the J.R. Allen corridor. This study included congestion and infrastructures studi...es on the bridge that connects to Phenix City, Alabama. This study identified transportation infrastructure and operational strategies that can reduce congestion, improve safety, and enhance mobility in the study corridor. The 10-mile long J.R. Allen Parkway / U.S. 80 & Beaver Run Road Traffic Mitigation Project began at the west end of the U.S. 80 Bridge over the Chattahoochee River and extended east to the Beaver Run Road / Flat Rock Road (S) / Kitten Lake Drive area. The Study included four (4) main objectives: Study of overall J.R. Allen Parkway traffic mitigation (congestion), which included specific intersections with high travel demands. Study of J.R. Allen Bridge, its traffic mitigation (congestion) needs. Study of the opportunities and constraints related to bringing the J.R. Allen / U.S. 80 / Beaver Run Road corridor to interstate standards. Analyses of the side roads, sidewalks, and paths and how they affect vehicular, bike, pedestrian, and public transit. The development of recommendations for this study was a collaborative effort between state and local agencies, private developers, and members of the community. The public outreach program for this study was composed primarily of two virtual public meetings and an in-person presentation to the Columbus Consolidated Government City Council members during their September 29, 2020 Work Session. The study concluded with preliminary recommendations for potential funding sources and prioritizing the implementation of the various highway and multimodal projects. This final report documents the process and recommendations from this study.

A similar survey was conducted in 2019, and we are administering this survey update to that study and measure changes that may have occured. The purpose of the proposed TAD #8 is to support development of a possible mixed use resort development and a low-to-moderate income housing development along Bull Creek and the Chattahoochee River. The intent is to leverage economic opportunities in South Columbus and along the river in Columbus, GA. The TAD district comprises 6 parcels (212 total acres) and, with all TADs combined, occupies just over 3.7% of all taxable property in Columbus.
