12/14/2020 HCSD Update Hall County Schools to Shift all Middle and High Schools to Blended Learning on Wednesday; Elementary to Continue In-Person Instruction A...fter careful review of our ability to offer middle and high school instruction, beginning Wednesday, December 16, the Hall County School District will shift all middle and high school students who take part in in-person instruction to blended learning for the remainder of the week, through Friday, December 18. This change will not affect virtual students. All middle and high school teachers and staff will report to schools from December 16-18. Elementary school students will continue to follow the in-person instructional model. The district will continue to monitor elementary school numbers and communicate with principals daily to ensure safety and functionality. Additionally, support from middle and high schools will ensure safe and effective programming at our elementary schools. All Hall County School District extra-curricular activities will switch to a maximum two tickets per participant rule until further notice. No general admission tickets will be sold to the public. This will also apply to the Lanierland basketball tournament. All activities are subject to change based on current conditions. For extra-curricular activities proving to have COVID-19 spread among participants and coaches, additional changes may be required. The Hall County School District will utilize an A/B hybrid schedule January 5-8, 2021, to re-teach 200 Percent Accountability and to ensure we are in a position to deliver in-person instruction after the holiday break. Students whose last names begin with L-Z will report to their school on January 5 and 7. Those with last names beginning with A-K will report on January 6 and 8. The school district continues to stress the importance of observing mitigation practices during this critical timeboth on and off campus for students, families and team members. We encourage everyone to socially distance, wear masks, and take other precautions as we enter the holiday break. The Hall County School District will extend learning from home through January 15, 2021. As of yesterday, there were 170 COVID-19 related absences among Hall C...ounty team members. Additionally, we have 170 to 190 adult absences per day that are non-COVID-19 related. As a result, the district does not have the capacity to safely and effectively support the number of students currently enrolled for in-person instruction. The number of individuals willing to substitute teach is declining daily, and unfortunately, similar to what we witnessed following the Thanksgiving holiday, the number of positive cases and quarantines among team members is increasing significantly. The impact of COVID-19 goes beyond classroom personnel. On average, we have 15 to 20 bus drivers absent per day, and the pool of substitute drivers is extremely limited. Other essential team members from technology, school nutrition, custodial services, and maintenance, are also affected. We have said from day one that our biggest challenge in managing COVID-19 would not be spread among students in our buildings; but rather, would we have enough adults present to hold school and effectively deliver instruction. Additionally, we have an obligation to do our part in protecting the health of the community and in supporting the local healthcare system. As of yesterday, the hospital had two ICU beds available with 315 patients being treated for COVID-19. The district will continue to monitor its numbers internally and will consult with local health officials regarding community spread and available resources. Parents and stakeholders will be notified by the end of the day on Thursday, January 14, concerning next steps for delivery of instruction following the MLK holiday. When we are able to return to in-person instruction, the district will spend a limited number of days following a hybrid A/B schedule to revisit and introduce 200 Percent Accountability and our mitigation measures.

The Hall County School District is set to receive 27 new buses for its transportation department. This is possible primarily because of the community’s approval... of general obligation bonds at the June 9 referendum. Fourteen of these vehicles have already arrived. Ten will be used for special education travel purposes, while four transit vehicles will replace older route buses within the district’s regular transit fleet. Thirteen more transits will arrive later and will replace older buses. The new transits differ from other buses in that the engine is located toward the rear of the vehicle, which provides two distinct advantages. First, the rear placement distributes the weight of the engine evenly over four tires, as opposed to two. This reduces wear and tear. Secondly, the engine placement allows mechanics easier access. Both will save the district and the community time and money. Clay Hobbs, Director of Transportation for the Hall County School District, is pleased with the new vehicles. Our department will benefit greatly from these new transits. The engine placement makes the driver compartment safer, and there is less engine noise in the front of the bus, which makes hearing the students and the radio much easier. Other advantages are the savings we will see in maintenance and tire cost. Replacement of steer tires will be cut by a one third to one-half, and we estimate half the time for monthly engine maintenance. In all, we expect the students, drivers, and mechanics to be very happy with these buses. I am grateful to the people of Hall County for approving our bond referendum. I am also thankful to the Hall County Board of Education for prioritizing Pupil Transportation. It is truly a blessing to work for a community that truly values public education. From the HCSD Superintendent: Our community is still recovering from the damage caused by Tropical Storm Zeta. As of this email, almost 20,000 Hall residences and several HCSD schools are still without power. Additionally, numerous roads are still closed due to fallen trees and/or power lines. Therefore, Friday, October 30 will be a School-from-Home day for students that are typically in-person. Virtual learning will continue as normal. These plans are dependent upon elect...ricity and internet capacity. We are aware that a portion of teachers and students cannot access the internet. Allowances will be made for those instances. The Hall County School System is one of three Georgia school districts to receive funding from a federal grant titled, Project Aware, which is designed to incre...ase mental health awareness in schools. Hall county proudly joins Bibb and Houston Counties as GA recipients of the grant. The Hall County School District will receive 400,000 dollars a year for a period of five years. We have known for a long time that students are more than just academic beings, said Tamara Etterling, Director of Student Services for the district. "We have a bigger task than simply educating kids. With this grant, we can do more for the whole child and help them to reach their full potential! This goes beyond the classroom and addresses areas like mental health and well-being that we know undoubtedly impact all facets of life - including the classroom. "Prior to the pandemic, our district’s mental health initiative was already underway, said Superintendent Will Schofield. Certainly the era of COVID has raised the anxiety and trauma levels even higher for many students already struggling with mental health issues. The bottom line is we have young people who are struggling, and we need to support them. The funding provided by Project Aware will allow us to build upon a strong foundation and expand some practices to better meet those students’ needs. The Hall County School District is grateful for the grant and looks forward using the funding to better meet the needs of its students and community.

All Hall County Employees, when working with team members or students, will be required to wear a mask and/or face covering. All students are required to have a face covering. When practical, and per CDC guidelines, students will be required to wear their face covering when not socially distanced from others. From August 10 through 21, the Hall County School District will provide meals at no cost to children under 18 by way of bus delivery. Breakfast and lunch meals will be delivered daily, Monday through Thursday. Thursday deliveries will consist of breakfast and lunch for both Thursday and Friday. Bus deliveries will begin at 8:30am and routes should finish by 9:30am. Please be in view from the road when waiting for meal deliveries. Food not immediately consumed should be stored... in a refrigerator or cooler. Meal pickups will also be available at most schools. Please check the Hall County Nutrition website for pick up times https://foodservices.hallco.org/web/. You may also contact your child’s school regarding meal pick up information. For questions regarding bus routes, please call Transportation at 770-287-0942. For questions related to menus, please call Nutrition at 770-534-1080.
