The Federal Govt who backs most mortgages, treats a 1-4 unit properties the same. But for the past 30-40 years very little 2-4 family homes have been built across the country. This is largely due to zoning policies that were meant to skirt explicit racial segregation, many municipalities zoned all of their residential areas to be exclusively for single family.
