I think there is a strong possibility that the counties will raise their tax rates this year in order to offset the loss in revenue due to the COVID-19 pandemic. Not only are the counties losing tax revenues due to the shuttered businesses they are also not collecting court fees, building permit fees and other fees that the counties charge. This makes it very important to file a property tax appeal.

I have looked at the 2020 Dekalb County taxable property values and it looks like a lot of values have decreased or have increased by a small amount. I am seeing this a lot in the intown neighborhoods. If that is the case this is a great time to file a property tax appeal and to lock in that value for tax years 2020, 2021 and 2022.This is known as the three year freeze but you have to go all of the way through the appeal process in order to get the freeze. Whether your taxable value went up, down or stayed the same exercise your right to appeal your property tax value.

On May 29 the Dekalb County Tax Assessor's Office mailed their 2020 notices of assessment. This notice informs you of the taxable value of your home that is used in determining your property tax bill. This notice also gives you the right to appeal that value. At the bottom of the notice there is an estimate of what your 2020 tax bill will be. This is not a bill. The tax bills will be sent out later in the summer.

At this time the tax assessor's offices are all closed. No appeals are being processed. Pretty soon the tax assessor's will be mailing the 2020 notices of assessments. The Fulton County Tax Assessor's are rescinding the 2017 values to what they were in 2016. My guess is that the tax rates will be raised in order to offset the decrease in values. In 2018 the county will raise values again to at least what they were in 2017 maybe even more. Take steps to keep this from happening. There is something you can do about it.
