After countless hours of investigation, the Clayton County Police Department, along with the United Stated Marshall’s Office, the Clayton County Sheriff’s Office, and the Clayton County District Attorney’s Office is proud to announce that the Serial Rapist has been identified and arrested. Twenty-four year old Kenneth Thomas Bowen III is currently in custody and charged in at least eight sexual assault cases. Thank you to all that assisted with tips and leads.

Yesterday was the last day for our summer program, "Teens Initiating Change". Everyone hugged and got emotional with their goodbye's. We never thought that a simple "summer program" could end up meaning so much to so many. We were told by several of the teens that they did not want to be in the program in the beginning. Now these same teens say the program "Teens Initiating Change", has made them feel at home, and that they never thought people who they have only known for ...a few months could leave such an impression on them. This group of teens opened up and were more than willing to try new things in front of an amazingly supportive, and welcoming audience. The audience who I'm speaking of included the Chief of Police; Kevin Roberts, the Solicitor General; Tasha Mosley, and the District Attorney; Tracy Lawson-Graham. In our final meeting with the individuals named above, each participant, all of whom had never done any type of public speaking, spoke of their experience, and made the request to please continue the program for future summers. On 6/21/2019, a Clayton County jury returned a verdict of guilty against Xavier Adams for the offenses of Felony Murder (Possession of Firearm by Convicted Felon), Voluntary Manslaughter, Aggravated Assault and Possession of a Firearm by a Convicted Felon. This is the fifth straight post trial murder conviction for the District Attorney’s Office within the past 12 weeks. Following a dispute over rent, the Defendant shot and killed his roommate, Sean Peterson, inside their sha...red residence. The Defendant tried to force his wife to give a fake alibi to law enforcement, but she did the right thing and told the truth to police about what happened to Sean. The jurors heard recorded telephone calls from the Defendant to his wife, berating her for destroying his alibi story. The Defendant is a six time convicted felon and therefore must be sentenced to a minimum of life without parole at his scheduled sentencing next month. The case was prosecuted by Senior ADA Jasmine Owens and ADA Ashley Warmack with assistance from DA Investigator Matthew Simonds. Throughout this process, Senior Victim Advocate Coordinator Amanda Buzzeo helped the family every step of the way. On May 22, 2019, a Clayton County jury convicted Ciera Harp of Malice Murder, Felony Murder, and twelve other related charges. The charges stem from an incident that occurred at on December 29, 2017 at an apartment complex located near Highway 138 and Highway 85. Upon arrival, police discovered 30 year old Rahim Grant deceased of multiple gunshot wounds. The Defendant was located in an a nearby apartment, and she was taken to the hospital with multiple deep stab wounds to h...er legs. After several days in the hospital, the Defendant submitted herself to an interview with police where she claimed that Mr. Grant has stabbed her in the legs, so she grabbed a gun and shot him in self-defense. The victim’s cellphone was located in the apartment where the Defendant had fled. Weeks after the interview of the Defendant, Detective Joshua Teske accessed the contents of the phone and they discovered videos from the incident. The first video showed Mr. Grant with a bloody face, and he was documenting his injuries from an apparent domestic dispute when he is shot in the back by the Defendant. The video is eventually stopped by the Defendant, but she goes on to record three more videos over the next 13 minutes. A total of four videos were found on the phone, three of which were recorded by the Defendant herself. Over the course of the four videos, the Defendant shot Mr. Grant six times. Additionally, the videos revealed that the Defendant’s legs were not injured at the time that she shot Mr. Grant, which contradicted her claim that Mr. Grant stabbed her. The Defendant asserted a self-defense claim at trial, utilizing a defense of Battered Person’s Syndrome. After an 8 day jury trial, the jury rejected the Defendant’s claim and returned a verdict of guilty on Malice Murder, Felony Murder, and twelve other charges. The case was prosecuted by Chief Assistant District Attorney John Fowler and Senior Assistant District Attorney Hallie Dixon. Major Case Investigator John Gosart worked the case for the District Attorney’s Office. The entire Victim’s Advocate unit assisted for all eight days. Detectives Josh Teske and Stacey Brown investigated the case for the Clayton County Police Department. Sentencing is set for June 5th at 8:00amin Courtroom 404 in front of the Honorable Judge Robert Mack.

On the morning of May 24th, a jury deliberated only twenty minutes before convicting gang member Jamon Bynum aka Mondo of all 43 counts of his indictment, including two counts of malice murder, felony murder, home invasion, aggravated assault, cruelty to children in the first degree, cruelty to children in the third degree and violation of the street gang terrorism and prevention act. In the early hours of October 22, 2016, the defendant and his fellow gang members kicked t...he door in at a residence on Libby Lane, looking for a juvenile that had stolen the gang’s guns. They executed a 15 year old boy and 11 year old girl inside. The following day, members of the gang travelled to Tennessee and got into gang shootout, where this defendant dropped the gun used to kill the 15 year old boy in Clayton County. As a result of a joint task force comprised of Clayton County Police, the District Attorney’s Office and the Clayton Sheriff’s Office, the defendant was identified and arrested. The Honorable Judge Aaron Mason sentenced the defendant to two consecutive life without parole sentences followed by an additional 22 consecutive years. The case was prosecuted by Deputy Chief Assistant District Attorney Chris Sperry and Senior Assistant District Attorney Jill Hartsfield. They and the victims’ family were assisted by Senior Victim Advocate Amanda Buzzeo and Investigator James Windon. This result would not have been possible without the assistance of Clayton County Police Detectives Jennifer Langley and Investigator Raymond Paradiso as well as Sheriff Victor Hill’s elite fugitive squad.

On May 16, 2019, a Clayton County jury found Franklin Weaver guilty of felony murder and seven counts of aggravated assault for shooting the victim, Brandon Anderson-Bland, seven times about his body. On December 30, 2017 at approximately 12 noon, the Defendant was over at his girlfriend’s apartment in Forest Park. The girlfriend had received a call at approximately 4am that morning from the victim and a friend asking her if she could give them a blanket as they were homeles...s and sleeping in the friend’s car. The girlfriend asked the victim and his friend not to call her that early anymore. Around 12 noon, the girlfriend heard the victim and his friend talking to her next-door neighbor. She then went outside and jokingly reminded the victim and his friend not to call her at 4am. She went back inside her apartment. As she stepped back inside her apartment, the victim jokingly said to his friend, I don’t know who she was talking to; she was about to get slapped. At that point, the girlfriend opened her door and dared the victim to repeat what he had just said. The victim walked near her door, and before he could say anything, the Defendant stuck his hand outside into the breezeway and shot the victim seven times. The victim died shortly thereafter. He was 26 years old and a father. The Defendant testified he shot the victim in defense of the girlfriend because the victim lunged at her with what appeared to be a gun. The jury didn’t believe his story. Judge Aaron B. Mason sentenced him to life with the possibility of parole. See more

This donation was made in support of the accelerated readers program and their need to provide incentives for the students. This year marks the fourth year that the District Attorney’s Office has partnered with Brown Elementary and their reading program.

On April 17, 2019, a Clayton County jury returned a guilty verdict against Arthur Ferguson for the charges of Child Molestation. Ferguson was a family friend and was living with the victim’s family while he was trying to get on his feet. On January 3, 2018, the defendant entered the 12 year old victim’s bedroom, masturbated in front of her, and ejaculated on her rug. The victim immediately told her father what happened. The semen on the rug was tested and matched the defendan...t’s DNA. The citizens of Clayton County did not believe the Ferguson’s story that the rug was never in the victim’s room and that his semen got on the rug while he was receiving oral sex. Sentencing will be held on April 18, 2019 in front of Judge Rooks-Malone. The case was prosecuted by by Assistant District Attorney Jasmine Owens and Elizabeth Rosenwasser. Investigator Matthew Simonds and Victim Advocate Kelita Almond assisted in this trial. See more

On February 19th, a Clayton County jury returned a verdict against Patrick Louis Hudson. The incident occurred on 7/14/18. On the incident date, a CCPD officer observed Hudson failing to maintain lane while driving his vehicle. The vehicle also had illegal window tint. After conducting a stop the officer detected a strong odor of marijuana coming from the vehicle . The officer observed that Hudson had about 15 air fresheners hanging from his steering wheel area of the v...ehicle as well as other air fresheners throughout the car. Hudson was asked to step out and advised that a search of the vehicle would be be conducted based on the odor of marijuana. During the search, small bits of marijuana were located on the floor and the officer also located a gun-shaped object wrapped in a towel in the glove box. Hudson initially claimed he did not know what it was, but then began removing items out of his pockets, handing them to his passenger, and standing with his hands on the patrol car as if preparing to be arrested well before any officer said or did anything to him to suggest that he would be arrested or charged with a crime. The object located in the glove box was unwrapped and found it to be a loaded handgun with the serial number scratched off. Defendant Hudson was arrested and indicted on Criminal Use of an Article with an Altered Identification Mark (gun w/ scratched off serial number) and Failure to Maintain Lane. Hudson was found Guilty on the gun charge and not guilty on failure to maintain lane. Hudson received a sentence of 5 yrs. to serve 3 yrs with the remainder on probation. See more

On February 7, 2019, a jury deliberated for less an three hours before returning verdicts of guilty against Marcus Fraser for the offenses of Malice Murder, Felony Murder, Aggravated Assault and Possession of a Firearm by a Convicted Felon against lifelong Clayton County resident, Rod Gates. The evidence at trial showed that Fraser, a convicted felon out of New York, fled from a warrant in New York and immediately began felonious activity in the Clayton County community. On A...ugust 6, 2017, Fraser cowardly shot and killed Rod Gates at the Hampton Down Apartments before fleeing back to New York. The case was prosecuted by Deputy Chief Assistant District Attorney Chris Sperry and Senior Assistant District Attorney Jacqueline Smith with the assistance of Clayton County Major Case Investigator Chuck Blissitt. Throughout the process and trial, the family was supported by Senior Victim Advocate Amanda Buzzeo and Carla Dixon. Detective Stacey Brown and CSI investigator Carl Cook, both with the Clayton County Police Department, were instrumental in securing the conviction, as well as several local citizens who came forward to help get justice for the family. Rod was a beloved member of the community. A star athlete at Mundy’s Mill High School, Rod positively impacted the lives of everyone he touched. During sentencing, Rod’s mother, Erica, described to the Court how she had been in the Bahamas and a random driver showed her a Christian music video which featured Rod, showing the positive impact worldwide that Rod had. Over 600 people attended a candle light vigil for Rod in the pouring down rain and Over 2500 people attended Rod’s funeral. During sentencing, Deputy Chief Assistant District Attorney asked the court to consider the flagrant abdication of responsibility that the Defendant demonstrated in his continued course of criminal conduct and to consider not only taking the life of the man Rod had been, but to consider the life of the man that he prevented Rod from further becoming. The Honorable Judge Kathryn Powers imposed a sentence of Life without the Possibility of Parole followed by a consecutive 25 years. Following the trial, the family and friends of Rod Gates took photographs with Deputy Chief Sperry, Senior Assistant District Attorney Jacqueline Smith and Senior Victim Service Coordinator Amanda Buzzeo to show the small level of peace that this verdict provided. On Nov. 9, 2018, a Clayton County jury convicted Stanley Dixon of malice murder, felony murder, aggravated assault, and criminal street Gang Terrorism and Prevention Act charges for Dixon’s murder of 17-year-old Charles Drew High School sophomore Cedric Clark.
